Rustoleum DischargeIllicit discharges are more than just dumping hazardous materials. This includes any discharge that enters the City of Rockford's storm system that is not composed entirely of rainwater. The City's storm system is not just curbs, gutters, and inlets; it also includes drainage ways, ditches, creeks, and other areas water flows during a rainfall. Waste that enters the City of Rockford's storm system is not treated like a sanitary waste. Once pollutants enter the storm system, it directly enters the river untreated.

The City of Rockford has specific requirements on what is permitted to be discharged into the storm system. While some things are allowed, provided certain criteria are met (i.e. de-chlorinated pool water, other discharges, such as those from industries), there are requirements on permitting from the City and in some cases, the Illinois EPA.

If you see someone dumping anything onto street surfaces, into storm drains, or into any other device built to contain rainfall or runoff, please report it immediately by calling the Department of Public Works at 779-348-7260.
