1. What does right-of-way mean?

The right to cross land is known as the 'right-of-way'. This right can be on any land. If the right is granted to everyone, it is a 'public right-of-way'. The land is owned, or interest therein acquired, by the City and dedicated for travel purposes and utility placement.
