The department of Community and Economic Development manages the City's refuse collection through a contract with Rock River Disposal for residents. Our mission is to provide for the collection and disposal of solid waste and recyclables in a manner that is consistent with federal and state regulations as well as to encourage reuse efforts in the community. City-contracted garbage collection is mandatory for all residential dwelling units, four-family and under. Chapter 25 of the City of Rockford General Ordinance sets forth the rules for garbage collection in the City.
